It is hard to achieve the purpose of modeling after American public libraries without considering the philosophical background. The reason that American public libraries developed in the 19th century was the influence of individualism. The intention of this study is to suggest a plan of developing Korean public libraries in concordance with the common philosophy of Korean people.
